Guru Diambil Alih Pusat

Kementerian Pendidikan Nasional dan Kebudayaan (Kemendikbud) yakin soal distribusi guru yang tidak merata bisa selesai tahun 2013. Pasalnya, Kemendikbud sudah diberi wewenang untuk mengatur pengelolaan guru untuk mewujudkan distribusi guru yang merata di semua daerah di Indonesia.

"Kemendikbud sudah berhasil menggandeng empat kementerian lain untuk membuat peraturan bersama soal pengelolaan guru. Pada pekan lalu, sosialisasi sudah dilakukan untuk semua ketua dinas kabupaten/kota dan provinsi di seluruh Indonesia. Semuanya justru menyambut baik ," kata Musliar Kasim, Wakil Mendikbud bidang pendidikan usai membuka diskusi publik yang digelar Pengurus Besar Persatuan Guru Republik Indonesia (PGRI) di Jakarta, Senin (28/11/2011).

Musliar mengatakan, Kemendikbud punya wewenang untuk mendistribusiklan guru dari satu daerah ke daerah lain supaya tidak ada kekurangan guri. "Guru PNS itu terikat janji untuk bersedia ditempatkan di manapun. Mereka harus bersedia mengabdi di tempat-tempat yang dibutuhkan," kata Musliar.

Eselon tiga dan empat kenapa dihapus?

Lembaga Pemantau Pemilu dan Pemerintahan Sumatera Utara (LP3SU) mempertanyakan rencana penghapusan pejabat eselon tiga dan empat oleh pemerintah. Kementerian Dalam Negeri (Kemendagri), menurut Pemerintah Provinsi Sumatera Utara (Pemprov Sumut) akan menghapus kedua eselon itu dalam struktural pemerintahan.

Ketua Dewan Pengurus LP3SU, Zamzami Umar, mengatakan, kebijakan yang meniadakan posisi eselon tiga dan empat bukanlah hal yang mudah. Dirinya mengkhawatirkan jika peraturan ini nantinya disahkan maka kinerja Pemda akan macet karena adanya kekosongan jabatan di pemerintahan. "Penghilangan posisi-posisi tersebut sebelumnya untuk apa? Ini bukanlah hal yang mudah dan perlu dilakukan dengan cermat, karena ini bisa menyebabkan kinerja pemerintahan yang tidak stabil," ungkapnya kepada Waspada Online, tadi malam.

Soal pengalihan jabatan dari posisi eselon tiga dan empat ke job fungsional, Zamzami menilai hal tersebut masih belum saatnya dilakukan oleh pemerintah. Struktural fungsional menurutnya itu memang penting dan perubahan struktural tersebut bisa dilaksanakan pada tahun-tahun mendatang, jika dilakukan hal ini masih riskan terhadap kinerja pemerintahan yang lancar.

"Nanti, yang ada hanya eselon satu dan dua. Sedangkan eselon tiga dan empat ditiadakan dan diganti dengan job fungsional," ujarnya.

Dalam aturan tersebut, terdapat juga sejumlah perubahan tentang kewenangan dan pola peningkatan karir PNS yang berada di jajaran Kemendagri. Selain penghapusan eselon tiga dan empat, proses promosi dan mutasi eselon dua di pemerintahan juga akan terpusat di Kemendagri. (WaspadaOnline)

Melalui Sekretaris Daerah Provinsi Sumatera Utara (Sekda atau Sekdaprov Sumut), Nurdin Lubis, rencana perubahan dalam proses persiapan aturannya itu disampaikan Sekjen Kementerian Dalam Negeri (Kemendagri,) Diah Anggraeni, dalam pembentukan forum sekretaris daerah se-Indonesia beberapa hari lalu. "Nanti, yang ada hanya eselon satu dan dua. Sedangkan eselon tiga dan empat ditiadakan dan diganti dengan job fungsional," ujarnya.

Dalam aturan tersebut, terdapat juga sejumlah perubahan tentang kewenangan dan pola peningkatan karir PNS yang berada di jajaran Kemendagri. Selain penghapusan eselon tiga dan empat, proses promosi dan mutasi eselon dua di pemerintahan juga akan terpusat di Kemendagri.

Demi pengembangan wawasan dan kemeerataan tugas, tidak tertutup kemungkinan penempatan pejabat eselon dua tertentu tidak hanya di daerah asalnya. "Bisa saja eselon dua Sumut akan menjadi Kepala Dinas Bina Marga di Papua Barat," katanya.

Sedangkan proses mutasi dan promosi eselon satu ditetapkan oleh Presiden RI yang dilakukan melalui penilaian sebuah komisi yang akan dibentuk dan beranggotakan sejumlah profesional yang memiliki integritas. Komisi yang akan dibentuk tersebut merupakan pengganti Badan Pertimbangan Jabatan dan Kepangkatan Nasional atau Tim Penilai Akhir (TPA) yang dipimpin Wakil Presiden RI.

Proses itu dilakukan agar posisi eselon satu di pemerintahan daerah "steril" atau bersih dari kepentingan politik yang dapat mengganggu profesionalisme PNS. Namun perubahan dalam penempatan pejabat eselon tersebut masih dalam tahap rancangan yang akan disampaikan ke DPR RI. "Jadi atau tidak, tergantung pembahasan di DPR," kata Nurdin. (WaspadaOnline)
